Rachel Chipps, MSW, MPA, LICSW

Licensed Independent Clinical Social Worker

Rachel is a native of West Virginia and is a Licensed Independent Clinical Social Worker. She received her Masters of Social Work and Masters of Public Administration from West Virginia University. She is licensed in both West Virginia and Pennsylvania and is available for in-person sessions and virtual appointments. Rachel has a background working with adults, children and adolescents in both residential and outpatient settings. Her clinical experience has led to working with a variety of people dealing with depression, anxiety, addiction, post-traumatic stress disorder and grief. She is a trained ITR trauma therapist and also is specialized in EMDR therapy. Evidence-based practices are always used for best results.

Meadowbrook Counseling Services focuses on personalized care over high volume and provides a calm, intimate environment to foster deeper therapeutic relationships. You have better access to your clinician right here in your community. This practice intentionally sees a smaller volume of clients rather than a large, impersonal clinic. Quality over quantity. She feels it is a privilege to do what she does for a living and always strives to provide a safe and comfortable environment. Come talk to her in her cozy office!

Outside of the office, Rachel finds her own grounding in long walks, tending to her garden, and spending time with her family.

Our Philosophy

What We Believe About Healing

Compassion First

Every person who walks through our door — or logs on for a session — deserves to feel genuinely seen, heard, and respected. Compassion is not a technique; it is the foundation of everything we do.

Evidence-Based Practice

We draw on approaches that research has shown to be effective — including CBT, EMDR, and motivational interviewing — while always tailoring the work to the individual in front of us.

Whole-Person Care

Healing is not just about symptoms. We look at the full picture: your relationships, your history, your strengths, and your goals — and we build a path forward together.

A Safe, Judgment-Free Space

Whatever you bring to a session — shame, fear, anger, confusion — it belongs here. There is no judgment, only curiosity and care.

Our Approach

Meeting you where you are

There is no one-size-fits-all path to healing. That is why we begin every therapeutic relationship with deep listening — understanding your history, your goals, and what has and has not worked before.

From there, we collaboratively build a treatment plan that draws on the most effective tools available: EMDR for trauma processing, CBT for shifting unhelpful thought patterns, and motivational interviewing to support lasting change in addiction recovery.

Progress is not always linear. We celebrate small wins, navigate setbacks with curiosity rather than judgment, and always keep your long-term wellbeing at the center of our work together.
